DELAWARE ASSOCIATION FOR HEALTH, PHYSICAL EDUCATION, RECREATION, DANCE
CONSTITUTION
ARTICLE 1
NAME
The name of this Association shall be the Delaware Association for Health, Physical Education, Recreation and Dance, a State group affiliated with the American Alliance for
Health, Physical Education, Recreation and Dance.
ARTICLE 2
PURPOSE
The purpose of this Association shall be:
A. To awaken a wide and intelligent interest in the program of health education, physical education, recreation and dance for both school groups and adults, and affiliate organizations.
B. To acquire and disseminate accurate information concerning the mission of the Association.
C. To provide such means of promotion in these fields to encourage extension of instruction and facilities so as to secure adequate programs in the schools and communities of the state.
D. To create a deeper regard for our profession and its responsibilities in the field of education.
E. To cooperate with the American Alliance for Health, Physical Education, Recreation and Dance, Eastern District Association and other organizations interested in the growth and development of our children and adults.
ARTICLE 3
MEMBERSHIP
Section 1.
Membership shall be designated as active, associate, student, honorary, life, and affiliate organizations.
Section 2.
Active members shall include:
A. All persons actively engaged in, or a proponent of health education, physical education, recreation, and dance or athletics.
B. Any person in an administrative or teaching capacity in an educational institution.
Section 3.
Associate members shall include any person interested in the programs of the Association. Associate members shall have all the advantages of the Association except the right to vote and the privilege of holding office.
Section 4.
Honorary memberships shall be conferred by the Association upon persons whose contributions to health education, physical education, recreation, and dance programs in the state are deemed worthy. Honorary memberships shall be recommended by the Executive Committee and shall be for life.
Section 5.
Life memberships shall be conferred by the Association upon active members who have made significant contributions to the Association over an extended period of time.
Section 6.
Affiliate memberships are extended to those groups having an affinity to the purpose of the Association.
Section 7.
Student members shall include all persons in an undergraduate major or graduate curriculum in health education, physical education, recreation and dance, and they shall have all advantages of the Association.
Section 8.
It shall be the duty of each member of this Association to actively participate in whatever capacity he or she may be called upon to serve and to strive to uphold the ideals of the Association to the best of his or her ability.
Section 9.
The fiscal year of the Association shall begin July 1st and end June 30th.
ARTICLE 4
DUES
Section 1.
The annual dues for active associate, and affiliate members shall be twenty-five dollars effective July 1, 2005
Section 2.
The annual dues for student members shall be ten dollars.
Section 3.
A four-year student membership shall be thirty-five dollars.
Section 4.
All dues shall be in effect for one full calendar year starting from July 1 and ending June 30.
Section 5.
The three-year dues for active, associate, and affiliate members shall be seventy dollars.
ARTICLE 5
ADMINSTRATION
Section 1
The Executive Committee of the Association shall be the Past-President, President, President-Elect, Four Vice-Presidents (preferable with each county represented), Treasurer, Secretary, Parliamentarian, and the Executive Director.
Section 2.
Election – The officers (except the Past- President, President and the Parliamentarian) are to be elected by mail ballot sent to all who were active members in the (SPRING PRECEDING THE SUMMER) which they assume office. A majority of the returned ballots shall constitute an election.
Section 3.
The Past-President, President and President-Elect shall serve for one year in each office beginning July 1.
Section 4.
The Vice-Presidents for Health and Recreation and the Secretary shall serve a two-year term and shall be elected in even numbered years. The Vice-Presidents for Physical Education and Dance and the Treasurer shall serve a two-year term and shall be elected in odd numbered years.
Section 5.
Nominations of elected officials shall be made by the Nominating Committee.
Section 6.
The Parliamentarian shall be appointed by the President and serve a one-year term.
ARTICLE 6
EXCUTIVE BOARD
Section 1.
The Executive Board shall consist of the Past-President, President, President-Elect, four Vice-President, Treasurer, Secretary, Parliamentarian, Executive Director, Standing Committee Chairpersons, Council for Conventions representative, Council for Services representative, State Associates in health, and physical education, and three student members (one each from Delaware State University, Wesley College, and University of Delaware’s majors’ club), all of whom shall be voting members except the Parliamentarian, Executive Director and the three student members.
Section 2.
A quorum at any meeting shall consist of one-half plus one of the filled executive board positions.
Section 3.
No person shall be eligible to hold office or be appointed to a committee in the Association unless he or she is an active member.
Section 4.
The Executive committee is authorized to make replacements when vacancies occur on the Executive Board outside the normal election process.
ARTICLE 7
COMMITTEES
Section 1.
The following standing committees maybe appointed by the President of the Association.

The President shall have the authority of appointing “ad hoc” committees as deemed desirable.

Section 3.
The following appointments for representation at regional and national conventions shall be made by the President of the Association:
A. For the Eastern District Association:
1. Two Representative Assembly representatives
Priority appointments shall be the President and the President-elect or their alternates
2. One Council for Services representative
3. One Council for Conventions representative
4. One Executive Board student representative when appropriate
B. For the American Alliance of Health, Physical Education, Recreation and Dance:
1. Two Representative Assembly members
Priority shall be to the President and the Past-president or their alternates
ARTICLE 8
MEETINGS
Section 1.
The annual business meeting of the Association shall be during the fall conference for the purpose of considering annual reports from officers and committees; for the installation of officers; and for any other business that may properly come before such a meeting.
Section 2.
Other meetings maybe scheduled at the discretion of the President with input from the Executive Committee.
BY-LAWS
ARTICLE 1
Section 1.
The President shall perform such duties as are appropriate to carry out the functions of the Association with the approval of the Executive Committee.
Section 2.
The President-Elect shall serve in the absence of the President and shall perform the duties of the President with the approval of the Executive Committee.
Section 3.
The Vice-President for Health shall be assigned to comprehensive school health education to include community health education, college/university health education and safety education.
Section 4.
The Vice-President for Physical Education shall be assigned to physical education to include K-12 school physical education programs, college/university physical education programs, intramural programs and athletics.
Section 5.
The Vice-President for Recreation shall be assigned to college/university recreation, agency/community recreation, industrial recreation and recreation therapy. He or she shall also be a member of the Delaware Parks and Recreation Society and serve as the liaison between the two organizations.
Section 6.
The Vice President for Dance shall be assigned dance to include educational dance at all levels, recreational dance, aerobics, dance agencies, and fitness dance.
Section 7.
The Vice-Presidents shall appoint Subcommittee members.
Section 8.
The Secretary shall maintain the records of the Association and inform the membership of the proceedings and all other Association activities of the Executive Board.
Section 9.
The Treasurer shall handle all finances and have the power to pay bills with the approval of the Executive Committee. The Treasurer shall be bonded.
Section 10.
The Membership Chairperson shall collect membership dues and issue membership cards. The Membership Chairperson shall provide a current membership mailing list for the members for the Executive Board upon request.
Section 11.
A maximum of three $100.00 C. Walter Kadel Scholarships shall be awarded annually at the business meeting. The scholarships shall be given to no more than one student at each of the four-year colleges/universities that offer a major in Health, Physical Education, Recreation or Dance. The recipients shall be selected by the Scholarship Committee comprised of at least one faculty member from Delaware State University, Wesley College and the University of Delaware. The recipients shall be selected on the basis of the following attributes: outstanding qualities of scholarship, leadership, attitude,
and dependability. The recipients shall be health, physical education, recreation or dance majors who are members of the current senior class. The recipients shall be current members of the Association as well as the American Alliance for Health, Physical Education, and Recreation and Dance having held dual memberships for at least one year.
The C. Walter Kadel Scholarships shall be presented at the annual business meeting.
ARTICLE 2
RULES OF ORDER
Robert’s “Rules of Order” shall govern the Association in all situations to which they are applicable and consistent with the By-Laws.
